This Buddha quote is paraphrased from verse 122 of Dhammapada (Buddharakkhita translation). The verse in its entirety reads as follows.
Think not lightly of good, saying, “It will not come to me.” Drop by drop is the water pot filled. Likewise, the wise man, gathering it little by little, fills himself with good. (Source)
What does the quote mean?
Quite simply, it means that you can achieve greatness by taking little baby steps. Just like a filling a jug, putting one drop of water into the jug may seem insignificant, but if you consistently fill the jug with even just one drop of water, the jug will become full eventually.
In its original context, the water drops are a metaphor for good deeds.
